«The st ruggle for the possession of Kamchatka will then become possible for us, if access to the Av acha Bay for the enemy fleet is blocked...» The finale of the discussion on the possibility of defending Kamc hatka (1910)
The report presents the problem of organizing the possible defense of Kamchatka and Petropavlovsk in the event of a new war with Japan. Russian forces at the Far East are shown to be weak after the Russo-Japanese War of 1904–1905, making it impossible to defend Kamchatka and Sakhalin until the restoration of the fleet in the Pacific Ocean. For the first time, the proposal of the Commander of the Troops of Priamur Military District, P. F. Unterberger, to organize the defense of Petropavlovsk through engineering defense of the entrance to Avacha Bay is being introduced into scientific circulation. It is concluded that namely P. F. Unterberger, as early as 1910 but not Soviet military engineers, for the first time, substantiated the concept of defense of the Petropavlovsk port by blocking the entrance to the Avacha Bay for enemy ships, implemented already in Soviet times.
